Mozambique has the world’s eighth highest
HIV prevalence. USAID invests in the national HIV response through the Abt-led USAID
Efficiencies for Clinical HIV Outcomes (ECHO) project—and now through HETA. ECHO works in
four provinces (Sofala, Manica, Tete, and Niassa), where energy access is a challenge for
health service delivery. Up to 35 percent of health facilities in Manica, for example, do
not have access to on-grid electricity; those that do report issues with reliability and
quality. These gaps also hinder digital connectivity, limiting access to information to
sustain HIV epidemic control, reducing supply chain visibility for antiretroviral drug
distribution, and potentially weakening lab infrastructure.
In our first year, HETA focused on forging partnerships, including with ECHO.
As we move into our second year, HETA’s funding from USAID Mozambique will be
complemented by leverage contributions from local and international partners. Initially,
HETA will focus on ECHO-supported health facilities in Manica Province to align with and
maximize the impact of USAID Mozambique’s PEPFAR investments.
